Belize has put forward legislation to create its first investor residence programme. Immigration and Labour Minister Kareem Musa introduced the Immigration Amendment Bill, 2026 and the Belizean Nationality Amendment Bill, 2026 on 2 October. Both are proposals only and still need further consideration and approval before they become law.
Under the plan, applicants would need to invest at least $500,000 in a new Belize business. The San Pedro Sun reports the figure as US dollars; Breaking Belize News gives it without a currency.
The physical presence rule is reported in two slightly different ways. The San Pedro Sun says investors would need a cumulative one year in Belize over two and a half to three and a half years. Breaking Belize News, citing the ministry, says a combined 12 months within three years. Either would be far lighter than the current permanent residence rule of 351 days in a 365-day period.
Eligible family members could apply with the investor. Applicants would provide proof of investment, police records and business details, and permits could be revoked for false information or for failing to keep to the conditions.
Musa said Belize competes in a global market for capital and talent, and cited Grenada, St Kitts and Panama as examples. Breaking Belize News reports that Cabinet approved the programme in December 2025. As of 12 October 2026, the bills had not passed.
