Argentine opposition files bills to ban CBI programme

IMI Daily reports that opposition lawmakers in Argentina have filed bills to repeal the country's new citizenship-by-investment programme. The government's offer, presented by Economy Minister Luis Caputo at Argentina Week in Paris on 2 October, is a non-refundable US$350,000 payment to the Treasury or an US$800,000 government bond. Officials put a family of four, meaning the main applicant, a spouse and two children under 18, at US$500,000 in total. The Economy Ministry says applications are due to open in the fourth quarter of 2026, so as of 10 October 2026 the programme is announced but not open.
The same day, Deputies Agustín Rossi and Kelly Olmos filed bill 5254-D-2026; its official text is linked at the top of this article. It would remove the investment route that emergency decree 366/2025 added to the citizenship law, dissolve the agency running the programme, end contracts with outside promoters and declare citizenships already granted through the route invalid. Its authors write that "Argentine citizenship is not for sale." A second lower-house bill, by Deputies Carignano and Penacca, would repeal the decrees. IMI alone reports a Senate bill by Senator Capitanich, filed on 24 August. We found no sign of a vote.
Officials told Clarín the payment is an investment to apply for citizenship, not a purchase, and that approval is not guaranteed.
