Cyprus's House Interior Committee is advancing parliamentary bills to cap the land area non-EU nationals can buy, bar foreign property purchases near critical infrastructure and tighten beneficial-ownership checks on companies and funds acquiring real estate, Cyprus Mail and Politis reported on 22 and 23 October 2026. The proposals do not alter Cyprus's Regulation 6(2) Fast-Track Permanent Residence route under the Aliens and Immigration Regulations, which as of October 2026 requires EUR 300,000 (plus VAT) in new residential or commercial real estate, Cypriot company shares or CySEC-regulated investment funds alongside EUR 50,000 in annual foreign income.
Committee chairman Aristos Damianou, an AKEL MP, said drafts prepared since April 2026 are in their final committee stage after officials requested 15 days to submit supplementary proposals, with lawmakers aiming to complete the bill by year-end 2026. Damianou noted that six in ten coastal property sales in Cyprus involve foreign buyers, while stressing the aim is not to prevent foreigners settling in Cyprus from purchasing a home, shop, office or building plot.
Under Regulation 6(2), as of October 2026, primary applicants must prove EUR 50,000 per year in foreign income, plus EUR 15,000 for a spouse and EUR 10,000 per minor child, and visit Cyprus once every two years. The bills remain at committee stage with no final square-metre limits or vote date yet.
